Why are Users unable to Cancel a Corrected (PAR) Personnel Action Request US?

When a PAR has been Corrected, it shows a status of "Complete - Processed by HR" and thus the Corrected row is saved with the "Corrected" status.

Customer would like the ability to cancel a row that has been corrected. According to current Design users are not able to Cancel a Corrected Personnel Action Request.
