Notice Of Intent to Award (NOIA) is not displayed on Supplier Public Home Page. Event not displayed on the NOIA Tile after applying the bug fix 31585309

The issue can be reproduced at will with the following steps:
1. Navigate : PeopleTools > Security > User Profiles > User Profiles
JHAYES is associated with Supplier ID (USA0000011)
DKING is associated with Bidder ID (0000000003)
2. Login VP1
Navigate : Sourcing > Create Events > Event Details
Create Events
Add line item
Check Public Event
Enter Email ID for PUBLIC_AUC and click Ok
Add a bidder
Post the Event
3. Login as DKING in SUPPLIER portal
Click Bidding Opportunities on Supplier Secure Home Page
Select Event ID from Invited Events tab
Click Bid on Event
Enter Bid / Price
Click Submit Bid
4. Login VP1 in EMPLOYEE Portal
Edit the event and change the End Date to End the Event
Click Save Event
Click Yes
5. Navigate : Sourcing > Maintain Events > Event Workbench
Click Analyze Bids of the Event
Select Bid Action
Enter Award by Percent
Save
Select "Notice of Intent to Award"
Enter Notice End Date
Select "All Bidders"
Click Send NOIA
6. Wait for the AUC_NOIA process to complete
7. Login VP1 in SUPPLIER PORTAL (Supplier Public Home Page)
Click Notice Of Intent to Award Tile
Event is not displayed
8. Login JHAYES in SUPPLIER PORTAL (Supplier Public Home Page)
Click Notice Of Intent to Award Tile
Issue : Event is not displayed
