Report Processed Via Communication Generation (COMMGEN) Not Displaying All Expected Rows (Doc ID 2754604.1)

Symptoms

A BI Publisher (or other) report scheduled to run via CommGen doesn't produce all expected rows of data. 

For example, one such report - created for instructors to be able to view all class changes - only showed one row of data, when multiple rows were confirmed to exist. 

When run via another method(s) - such as on the desktop using external .XML report definition - the results are as expected, with all rows displayed. 

The issue can be reproduced at will with the following steps:

  1. Configure/setup CommGen including creation of Report Definition with template containing table to show multiple rows.
  2. Run CommGen.
  3. Check contents of Communication Generated.
