Position History Not Updated When Action Is Taken With Same Effective Date And Different Effective Sequence (Doc ID 2759047.1)

Symptoms

When terminating an employee and then rehiring the employee on the same date with a different Effective Sequence number,
the system is not updating the Position History.

The issue can be reproduced at will with the following steps:

1. In Organization Development > Position Management > Review Position/Budget Information - notice employee is active

2. In Job Data - Terminate the Employee
    (Workforce Administration / Job Information / Job Data - add row to terminate)

3. In Organization Development > Position Management > Review Position/Budget Information - notice the employee is now terminated and inactive

4. In Job Data - rehire the employee on Eff Seq 1 and Empl Rcd 0
   (Workforce Administration / Job Information / Job Data - add row to terminate)

5. Organization Development > Position Management > Review Position/Budget Info - notice employee is still terminated and not showing as active
