Authorization Fails With Message 'Enrollment Data Does Not Exist For This Student' when Enrollment Data Exists (Doc ID 2759474.1)

When running authorization on-line or in batch, some students unexpectedly fail authorization with the message 'Enrollment Data Does Not Exist For This Student', and the more detailed message 'The "HOLD IF NO ENROLLMENT DATA" Global Disbursement Rule was checked and the student does not have valid enrollment data.'

The result is unexpected because the students being affected are in fact enrolled. 

The issue can be reproduced at will with the following steps:

  1. Navigate to Financial Aid --> Disbursements --> Disburse Aid.
  2. Enter ID, Academic Institution, Aid Year; then on the search results select the appropriate term.
  3. Click the authorize button for on the row for the item type needed to be disbursed. 
  4. Click the 'messages' link on the item type row, and then on the page displayed, click the 'messages' link again.
