Automated Step Increment HR_CMP007 Not Validating the Max. Effective Sequence

Symptoms
When running the Automated Step Increment AE (HR_CMP007) for an Employee which has a Termination Row with Eff. Seq. 0 and a Rehire Row with Eff. Seq. 1, the Employee is excluded.
Steps to reproduce the issue:
1. Navigate to Compensation > Base Compensation > Maintain Plans > Automated Step Increment
2. Run the AE HR_CMP007 for this period (01-12-2020 - 31-12-2020) for an Employee that has the following rows in Job Data:
07/09/2020 effective sequence 0 Termination
07/09/2020 effective sequence 1 Rehire
18/12/2020 effective sequence 0 Termination
