When an employee navigates to the Employee Self Service homepage to make elections for Open Enrollment (OE) during the Open Enrollment window, the message on the OE tile is as follows:

  Open Enrollment Template is not available. Please contact your Benefits Administrator.
Steps to reproduce the issue:

     1. Employee navigates to Employee Self Service homepage.
     2. Open Enrollment tile displays unexpected message.
