Symptoms
When a new effective date is added for the Job Data Activity Guide template the submit button is not showing in Summary step.
The issue can be reproduced at will with the following steps:
1. Clone the existing Job Data activity guide from Enterprise Components > Activity Guide Composer > Templates
2. Start the cloned activity guide and fill out the initial data
3. Go through the activity guide until the summary and note that the submit button is not showing.
