Partial Deductions Are Allowed for an Employee With Other Earnings Even With the Deduction Code Configured With It Not Allowed.

Symptoms
After calculating payroll for a low earning employee, the saving plan deduction with the “Partial Deduction Allowed” check box unchecked on the associated Deduction Code configuration is showing a partial deduction on the pay check. We noticed this only occurs when the employee has other earnings for allowances such as cell phone and/or a car which do not add to the 401K earnings special accumulator.
The issue can be reproduced at will with the following steps:
1. Savings Plan table is configured with Limits on Employee Investments set to 100% for before tax. Navigation: Setup HCM > Product Related > Base Benefits > Plan Attributes > Savings Plans.
2. Deduction code, Process tab, uncheck Partial Deduction Allowed. Navigation: Setup HCM > Product Related > Payroll for North America > Deductions > Deduction Table.
3. Enroll employee in savings plan with large flat amount that will exceed the earnings for the pay period. Navigation: Benefits > Enroll In Benefits > Savings Plans .
3. Run Pay Calculation. Navigation: Payroll for North America > Payroll Processing > Produce Payroll > Calculate Payroll.
