E-PIA : After Sign Out Users are unable to Log into PIA (Doc ID 2762900.1)

Symptoms

After Sign Out users couldn't log into PIA. Users can only log into PIA after clearing the browser cache.

The issue can be reproduced at will with the following steps:

1. Log into PIA
2. Navigate to a page, and click Sign out
3. Now try to log into PIA and user couldn't log into PIA
