E-IB: Questions on Integration Broker Oauth2 Settings When Using IDCS Authorization Server for PeopleSoft Provider REST Services (Doc ID 2762935.1)

Goal

Site is on PeopleTools (PT) 8.58.06, and is developing a PeopleSoft Provider REST service that uses OAuth2 authorization with IDCS (Oracle Identity Cloud Service) as the Authorization Server. 

Their developers would like to know what several of the OAuth2 related entries on the Service Applications PIA Page and Integration Broker's (IB's) integrationGateway.properties file pertain to, and their format. They also want to confirm whether the IB web server needs outbound internet access with these types of REST services (PeopleSoft Provider with OAuth2).
