Transaction Management Processs Search/Match Makes Constituents with Null National IDs or SSNs to Suspend

Information in this document applies to any platform.
Applications with Null SSN or National ID goes to "Suspended" when Search/Match process is run even when there is no matching records in the database.
Steps to Reproduce the issue:
- Open a row with blank/Null SSN or National ID in Constituent Staging
- Do Search/Match for that row
- Status goes to Suspended
