Transaction Management Processs Search/Match Makes Constituents with Null National IDs or SSNs to Suspend (Doc ID 2763425.1)

Symptoms

Applications with Null SSN or National ID goes to "Suspended" when Search/Match process is run even when there is no matching records in the database.

Steps to Reproduce the issue:

  1. Open a row with blank/Null SSN or National ID  in Constituent Staging
  2. Do Search/Match for that row
  3. Status goes to Suspended
