E-COB: All COBOLs Running on Windows 2019 Core Process Scheduler Failing With "error code: 245, pc=0, call=1, seg=0 245 There are no valid product licenses" Error (Doc ID 2763466.1)

Symptoms

All COBOL processes running on Windows Data Center 2019 process scheduler suddenly began failing with the following error as seen in the CBL_PTPDBTST_xxx.log

ERROR
------------
error code: 245, pc=0, call=1, seg=0
245 There are no valid product licenses

The issue can be reproduced using the following steps:
1. Apply MS KB 5000822 Windows Update to the process scheduler machine on which COBOL processes are running.
2. Run one of the COBOL processes, and observe the error above.
