eProcurement Requisition Change Request Status stuck in Initialize when Requisition is Self Approved (Doc ID 2763818.1)

Symptoms

eProcurement Requisition Change Request Status stuck in Initialize when requisition is self approved

The issue can be reproduced at will with the following steps:
1. Navigation : eProcurement > Administer Procurement > Maintain Workflow > Approval Process Setup > Requisition
Activate Requisition.US001.01/01/02000
2. Navigation: Set Up Financials/Supply Chain > Install > Installation Options
Enable commitment control for Purchasing
3. Navigation: Commitment Control > Define Control Budgets > Source Transactions > REQ_PREENC
Add REQ_STATUS : O,P & IN_PROCESS_FLG : N
4. Navigation: Set Up Financials/Supply Chain > Business Unit Related > Purchasing > Purchasing Definition > US001
Enable Workflow for both Requisition and Purchasing, Change Track Option : Approved Requisitions
Change Template : STANDARD
5. Create requisition in classic page
Search catalog item 10093 and add with 10 quantity
Do budget check
Save and submit
6. Create Purchase Order by copying the requisition
Save and do budget check
Do dispatch
7. Edit Requisition
Change quantity to 20
Save for Later
Do budget check
Save and Submit
Requisition status is Approved but the line re-approval status is "Routed for Approval"
8. Go to Manage Requisitions
Fetch the requisition, click Change Request
Change Request Status : Initialize
