ERS9.2: Qualification And Availability are blank on Manage Utilization for Associated Resources

Symptoms
Qualification and Availability are blank on Manage Utilization . It happens when resource is assigned to the Service Order and there is no match in the resource profile.
Steps:
1) Create a Service Order.
2) Assign resource to Service Order.
3) Go to Resource Management > Staffing Workbench - Manage Utilization.
4) Search for Resource Request for the resource.
- Quali and Avail. are blank. If there are 2 such rows, then the second row will have word 'Score'.
The Qualification % should be 0% (if no match) or calculated as per the match. The Availability % should always be calculated as per the Resource Request dates and resource's availability.
