E-WF: After Logging into PIA in French, No Action Is Triggered by Pressing the "Notify" Button, and the Page Spins until the User's PIA Session Times Out (Doc ID 2764473.1)

Symptoms

After logging into PIA as a French user, no action is triggered by pressing the "Notify" button, and the page spins until the user's PIA session times out.

The issue can be reproduced using the following steps:
1. Navigate to Main Menu > Purchasing > Purchase Order > Add/Update POs.
2. Search for Business Unit US001, and open a Purchase Order (PO).
3. Press the Notify button, and observe that the Workflow Notification Page keeps spinning with no results.

Note! The issue is general and it is not specific to Purchase Order (PO)
