Symptoms
508 Accessibility Issue from Maintain Programs, Security Page, incorrect tabbing order and No Row Headers Defined for Learning Environment grid
The issue can be reproduced at will with the following steps:
1. Log in as an Administrator with Enable Screen Reader =Yes (selected)
2. Navigate to Main Menu > Enterprise Learning > Catalog > Maintain Programs
3. {search/select} Program, then{click} Security tab and notice the tabbing order is incorrect.
