After Image 20, Pell COA and Pell LTHT COA not Correctly Building to Full Annual Amount in Some Cases (Doc ID 2764696.1)

When budgeting students, the Pell Cost of Attendance (COA) and the Pell Less Than Half Time (LTHT) COA are not building correctly in the scenario where the student is not enrolled - STDNT_FA_TERM.FA_LOAD = 'N' - in one of the budgeted terms.  In this case, neither the Pell amount nor the Pell Less Half Annual Amount builds to the full expected amount to account for the full year Pell Costs. For example, in the Fall/Spring scenario, the amount is half of what is expected.

In the scenario where students are only built on Financial Aid Term (FA Term) for the enrolled term(s) - for example, in the fall/spring scenario, only the spring row is built and the student is enrolled - the Pell COA and the Pell LTHT COA are correctly budgeted to the full annual (two-term) amount.

The issue can be reproduced at will with the following steps:

  1. Run FA Term to build student in projections for all terms in the aid year - e.g Fall and Spring.
  2. Build budgets for both terms via Financial Aid --> Budgets --> Create Student Budgets.
  3. Enroll student in Spring only.
  4. Rebuild FA Term so that the Fall FA Load builds to 'N' (No Units) and Spring FA Load builds to the value based on enrollment.
  5. Repeat step 2 to rebuild budgets. Since the student's original budget was built with projected enrollment for Fall and is now not enrolled for Fall, the Budget Term Summary row needs to be deleted for Fall.  If this row is not deleted, the budget process will include what was previously built in the budget construction.
  6. Click on Build Budget and verify that only one row exists in the Budget Term Summary.
  7. Click on Move Budget. lick the Move Budget Term Budgets.
  8. Review the budget details on Financial Aid --> Budgets --> Maintain Term Budgets.


The issue occurs after applying one or more budget fixes from CS 9.2 PUM Image 20.
