EPY: State "MO" Employee (Local 65000) & Employer (Local 65000R) Taxable Wages Are Not Matching on Paycheck

Symptoms
St Louis Employee and Employer Taxable Wages are not Matching
All of our employees that work in St. Louis are having a difference in their Employee (65000) and Employer (65000R) Taxable Wages. It appears that the Employer tax is not reducing Before Tax Deductions from it's taxable wages.
The taxable wages for the Employee and Employer should be the same.
The issue can be reproduced with the following steps:
1. Set up an employee with Local 65000 and 65000R for "MO" - Payroll for North America>Employee Pay Data USA>Tax Information>Update Employee Tax Data
2. Enroll him into 401K, Medical, Dental and Vision that is configured as a before tax - Benefits>Enroll in Benefits
3. Run a payroll calculation and verify the results for the 65000 and 65000R taxable gross and there will be a difference - Payroll for North America>Payroll Processing USA>Produce Payroll>Calculate Payroll
