Veterans Benefit Reporting - Enrollment Certification Page Not Displaying Location Properly (Doc ID 2766177.1)

When reviewing student enrollment certification and changing a description, the next time you go in the values are blank.

The issue can be reproduced at will with the following steps:
1. 1.Execute the Create/Update Term Process
Records and Enrollment > Enrollment Reporting > Veterans Benefit Reporting > Create/Update Term Process
2. Go to Records and Enrollment > Enrollment Reporting > Veterans Benefit Reporting > Enrollment Certification
3. Retrieve Empl ID
4. Notice how Location is listed as xxxx, which is the DESCRSHORT value for Location yyyy
5. Change a value on one of the Class Certification rows such as Federal Cert
6. Press Save
7. Return to Search
8. Go back in to Student
: All Location values are now showing as blank because table was updated to have the DESCRSHORT value of xxxx in it and the PeopleCode tries to look up the DESCRSHORT value every time you go into the page and when it cannot find a value because it is not being fed a proper Location code, it sets the value to null.
