Packaging Award Message 9510 - 'Student failed the Selection Criteria at the Packaging Rule level' - Caused by Packaging Select Equation

Symptoms
When running mass packaging or auto packaging, some item types are not being awarded when they should be. These are item types set up with a select equation in the packaging plan, and the item types should be passing the selection instead of failing.
After the packaging attempt, the 'Message' link on the View Mass Packaging Details or Assign Awards to Students component shows the message code 9510, 'Student failed the Selection Criteria at the Packaging Rule level'.
In some cases, the same equation may have worked in the prior year and may even work in a different environment for the current year.
The issue can be reproduced at will with the following steps:
- Navigate to Financial Aid > Awards > Award Processing > Assign Awards to a Student > Student Aid Package.
- Enter Packaging Plan ID.
- Click 'Retrieve'.
- Review results, and the 'message' link for the item type(s) of concern.
