E-PRCS: Process Scheduler Will Not Boot With "Server failed to start" Error in Log

Symptoms
Process Scheduler fails to boot with "Server failed to start" error showing in Process Scheduler log file and "tmboot: CMDTUX_CAT:827: ERROR: Fatal error encountered; initiating user error handler" in the related 'TUXLOG.<date>' file.
The issue can be reproduced with the following steps:
1. Use PSADMIN to boot the Process Scheduler
2. Process Scheduler fails to boot
3. observe error related Process Scheduler or Master Scheduler log and TUXLOG error
