E-QR: Field OPRID_APPROVED_BY Is Incorrectly Set With Format Type of Upper Case (Doc ID 2768843.1)

Symptoms

Trying to query records which contain the field OPRID_APPROVED_BY such as REQ_HDR and use OPRID_MODIFIED_BY as a criteria in the PS Query criteria (e.g. Field to Constant), the constant is converting from lower case to upper case which prevents rows from being returned in the PS Query output results.
When a prompt value is used where the user enters the value when the query is run, a field format can be enforced to keep the proper case of the value.

The issue can be reproduced at will with the following steps:
1. Navigate to Reporting Tools > Query > Query Manager
2. Create a new Query from scratch (e.g. SB_TEST_UPPER_CASE)
3. Add a new criteria
E.g. B.OPRID_APPROVED_BY = Manager
4. Query SQL:
SELECT A.CATEGORY_ID, B.OPRID_APPROVED_BY
  FROM PS_REQ_LINE A, PS_REQ_HDR B
  WHERE ( A.BUSINESS_UNIT = B.BUSINESS_UNIT
  AND A.REQ_ID = B.REQ_ID
  AND B.OPRID_APPROVED_BY = 'MANAGER')
5. The constant value is converted to Upper Case
6.Run the Query
7. There are missing rows from the data set extracted
