GPCHE: Not Able to Edit the Test Mode flag on Monthly XML CHE Component (Doc ID 2769397.1)

Symptoms

The "Test Mode" flag on Monthly XML CHE component is not available for user even if the "PowerUser" parameter is set to Yes in the Online Processing Setup page.

The issue can be reproduced at will with the following steps:
1. Go to Set Up HCM > Product Related > Global Payroll & Absence Mgmt > Framework > Processing > Online Processing Setup CHE > Online Processing Setup and check if "PowerUser" parameter is set to Yes
2. Global Payroll & Absence Mgmt -> Authority Correspondence -> XML based reporting CHE -> Monthly XML CHE and run the process
3. Click on tab ‘Process File’ then click on "Send & Require' button.
Result: Test Mode check box is unavailable for the user.
