Award Validation Edit 9165 - 'The manual award has been reduced to be consistent with Financial Need Target' - Such as When Awarding Multiple Subsidized and Unsubsidized Loan Item Types

On Assign Awards to Students, when clicking the 'Validate' button after making manual adjustments to a student's aid package, one or more item types are reduced. After validation, a 'Message' link appears on the page for each item type reduced, and clicking into this link to view the sub-page shows edit 9165 - "The manual award has been reduced to be consistent with Financial Need Target".
The issue is not seen in every case, but only certain specific scenarios. One such example may be a student with multiple subsidized (sub) and unsubsidized (unsub) loan item types, where the user was attempting to add a new sub item type to the package.
Because the student's need is not in fact being exceeded by any of the item types, the expectation is that validation should pass.
The issue can be reproduced at will with the following steps:
- Navigate to Financial Aid > Awards > Award Processing > Assign Awards to a Student > Student Aid Package.
- Add one or more new item types, sequenced after certain other item types. Example: add a new (additional) sub and unsub item type both sequenced after previously existing sub and unsub item types.
- Click validate.
- Click through validation pop up message and click into 'Message' link for any item types reduced.
