Navigation Inconsistency For Career Planning Folder when Session Language is Different from Base Language

Symptoms
When session language is English and the user navigates to a page, then opens the navigation bar again, the navigation opens in the folder that was last accessed.
For the folder Self Service > Career Planning > (any page) the behavior is not correct in Dutch and French. It opens in the root menu, and NOT in the same folder accessed.
Steps to reproduce the issue:
1. Go to Self Service > Career Planning > (any page) (while logged with French and Dutch languages).
2. When opening the navigation bar the user is not seeing the Career Planning folder.
