Symptoms

When clicking 'Submit Request' on the View What-if Report page in Student Center,  the following error occurs as displayed on the page:

The issue will likely only occur for one student or a small number, while the process works for most other students. 

The issue can be reproduced at will with the following steps:

1. Navigate to Self Service -> Student Center ->View What-if Report. 
2. Enter Parameters.
3. Click Submit Request link in the lower right of the page. 
4. The error will display as a message on the page.
