Benefits Billing Pending Charges Are Not Moved to Arrears when an Employee Begins Receiving Paychecks Again (Doc ID 2771477.1)

Symptoms

In an environment that uses only Base Benefits, employees who are not currently receiving a paycheck are enrolled in Benefits Billing using a custom process. Once an employee with pending charges in Benefits Billing begins receiving a paycheck again, the Billing enrollment is not being inactivated and pending charges are not being moved to Arrears.

Steps to reproduce the issue:

     1. Employees who stop receiving a paycheck are enrolled in Benefits Billing using a custom process.
     2. Once an employee with pending charges in Benefits Billing begins receiving a paycheck again, the Billing enrollment is not inactivated and pending charges are not moved to Arrears.
