Symptoms

New Users are created with Password Expired turned on when creating Users on the Supplier Portal

The issue can be reproduced at will with the following steps:
1. Create new user in the supplier portal
2. Navigate : PeopleTools > Security > User Profiles > User Profiles
Check the new user profile
Issue : Password Expired is checked
