Validation In My Education Plan (program Enrollment Self-service) Does Not Work In CS 9.2

Information in this document applies to any platform.
When attempting to validate student requirements in My Planner, the rule is list as validated with no errors, when the student had not met the requirement as the courses are in planned status, not completed status.
It was possible to trigger the validation by just attaching the rule to the semester.
The issue can be reproduced at will with the following steps:
1. Define a Rule that says student has to complete 9 requirements in PHARM (rules is using must take 9 units in PHARM in sem 1 and 2)
2. Log in as student and go to My Planner
3. Add optional courses
4. Click Validate/Audit button
5. Note that a message appears stating the validation was completed with no errors
