Symptoms

On the Student Program/Plan component, when attempting to add a new program/plan row, using update/display mode, the following error is displayed on the page (with the specific date and sequence shown being just an example):

The same error does not occur when using Correct History mode. 

The issue can be reproduced at will with the following steps:

1. Navigate to Record and Enrollment ->Career and Program Information ->Student Program/Plan.
2. Select mode Update/Display.
3. Add new row with current effective date and program action of DATA and save. 
4. Note error displayed on page.
