'COBOL Program SRPCERC aborted' Error on Enrollment Request or Quick Enrollment Pages (Doc ID 2772890.1)

Symptoms

When attempting to run Enrollment on-line from either the Enrollment Request or Quick Enrollment page, an error message is displayed on the page after clicking the 'Submit' button. The error line begins with the following text (and then includes additional information depending on the page):

The error may affect many, if not most or all students. 

The issue can be reproduced with the following steps: 

1. Navigate to Records and Enrollment > Enroll Students > Quick Enroll a Student.
2. Enter ID, Career, Institution, Term.
3. Select Add.
4. Enter page data.
5. Click Submit button.
