E-CA: Modifying the Database Structure - "User does not have permission to perform this action." (Doc ID 2773271.1)

Symptoms

When attempting to apply PeopleSoft Application Maintenance to go from FSCM Image 16 to 39, the following error occurs in the "Altering Tables" step under "Modifying the Database Structure" where the Target database is a Microsoft SQL Server database.

The issue can be reproduced at will with the following steps:
1. Define and create the Change Package.
2. Run the Change Package with an Access ID in Change Assistant that does not have the db_owner role.
3. Error occurs on the step "Altering Tables" step under "Modifying the Database Structure".
