Payroll Errors no longer 'clear' once fixed and pay calculation ran

Once error is fixed and payroll calculation re-run, the payroll error message should clear.

The issue can be reproduced with the following steps:
1. Payroll errors post initial calculation (Payroll for North America>Payroll Processing USA>Review Processing Messages>Review Payroll Error Messages)
2. Fixed the errors
3. Recalculated the checks (Payroll for North America>Payroll Processing USA>Produce Payroll>Calculate Payroll)
4. Errors still occur even though fixed; are not cleared from payroll messages until after final calculation (Payroll for North America>Payroll Processing USA>Review Processing Messages>Review Payroll Error Messages)
