Symptoms

FORGOTPASSWORD will not send email:

After upgrade the FORGOTPASSWORD will not send an email although the FORGOTPASSWORD although it is said to be setup just like the previous PeopleTools version.
 
The issue can be reproduced at will with the following steps:
1. Setup Forgot Password site
2. Attempt to reset password
3. Email is not sent.
