E-AWE: Users Can Not See Other Approver Names In "To" List When Receiving Approval Emails (Doc ID 2774331.1)

Symptoms

When users receive approval emails, they can not see other approver names in the "To" list. If there are five approvers for a request, each one of five approvers receives one individual emails for themselves only.

The issue can be reproduced at will with the following steps:

1. Trigger a requisition email with multiple approvers

2. Check email.
