Symptoms

When attempting to run the External Awards staging process, it ends in a status of "no success", and the log file will show an error beginning with the following line. Note that the specific row number referenced is just an example, and will vary. 

The issue can be reproduced at will with the following steps:

1. Navigate to the run control page Financial Aid > Awards > External Awards > Process External Award File > External Award Staging Process. 
2. Enter parameters. 
3. Run the process.
4. Click 'Process Monitor' link to verify the process ends in "no success".  
5. Review log file for the error message.
