EPY: Employee No Longer In Locality 63000 Still Has Taxable Gross For This Local Accumulating (Doc ID 2775427.1)

Symptoms


The Seattle local tax is being accumulated in Taxable Gross after the employee leaves the locality.



Steps to Reproduce:

The issue can be reproduced at will with the following steps:
1. Seattle employee has the new tax taken on pay check
              - Navigation: Payroll for North America > Payroll Processing USA > Produce Payroll > Review Paycheck
              - Go to the Taxes Tab and expand all values
              - See that the locality 63000 is accumulating for this employee

2. The Employee Moves to a state other than Washington
             - Navigation: Workforce Administration > Job Information > Job Data   
             - Enter a new Row, choose action as Data Change (or at least not hire) 
             - Navigation to Payroll Tab and enter new Tax Location Code
             - Save

3. Employee State Tax Data and Local Tax Data Updated

       - Navigation: Payroll for North America > Employee Pay Data USA > Tax Information  > Update Employee Data
       - Review State and Local Tax Data to verify the changes have been moved from Job
           - Only adding a row in Job will update Tax Data, correction does not
               - If needed, add a new row to set State / Local to correct values.
                  - Save

4. The Tax Distribution changes to the new State (if no longer Washington)
           - Navigation: Payroll for North America > Employee Pay Data USA > Tax Information  > Update Tax Distribution
           - If the employee left Washington, the new State should appear here.
               - If needed, add a new row to set the distribution to the correct state.
                  - Save

5. The next pay run occurs - The steps below are basic requirements to run a pay:
       - Navigation: Payroll for North America > Payroll Processing USA > Create and load Paysheets
       - Create the next pay, then process the pay, which would include:
       - Navigation: Payroll for North America > Payroll Processing USA > Produce Payroll > Calculate Payroll
       - Navigation: Payroll for North America > Payroll Processing USA > Produce Payroll > Confirm Payroll

6. The Seattle tax is still accumulating in the taxable gross (no tax taken)
       - Navigation: Payroll for North America > Payroll Processing USA > Produce Payroll > Review Paycheck
       - Go to the Taxes Tab and expand all values
       - See that the locality 63000 is still accumulating for this employee

Changes

 The new Seattle tax was implemented in PUM37, Tax Update 21-A
