E-FL/E-PC: GetFile()/GetTempFile() is not Returning Null Object when the File Doesn't Exist (Doc ID 2777087.1)

Symptoms

GetFile()/GetTempFile() function is not returning null object when the file doesn't exist.


The issue can be reproduced at will with the following steps:

1. In Application Designer, on a button from PSTESTUTIL page, save the following PeopleCode:



2. In PIA, navigate to root > PeopleTools > Utilities > Debug > PeopleTools Test Utilities page
3. Click the button having the PeopleCode above:

*please note this file does not exist in the path mentioned*

Output:
3.1. File Opened (0,0)
3.2. File doesn't exist (0,0)
