PODC28172039 is not run as part of cumulative updates
When setting up Notifications Customer found an issue related to upgrading from HCM PUM 22 to PUM 36. Issue Found was that the tables HCSC when applying the PUM 36 as a cumulative upgrade did not have us run this process to populate the tables. Since this is required after image 28, it should be required for cumulative updates after image 28 as well.
Performing email notification setup for ePerformance, it notes there are tables that are populated by running AE during PUM upgrade.

It notes the following:
The data of the 33 delivered Notification IDs is very important to the execution of the Due Date Notifications.
The tables that hold the Notification ID data are:
• HCSC_NOTIF
• HCSC_LAST_NOTIF
• HCSC_NOTIF_TO
• HCSC_NOTIF_RCPT
• HCSC_NOTIF_CC
• HCSC_NOTIF_BCC
These tables are populated by running the one time load AE PODC28172039, which occurs when the change package for update image 28 is applied. The value of the ID fields (HCSC_NOTIF_TRNS_ID) will be set sequentially after the last Ad Hoc Notification ID already on file.
The OPRID field on the HCSC_NOTIF table needs to be modified after importing the data (HCSC_NOTIF.OPRID).
All other field values should be left as delivered.
The issue can be reproduced at will with the following steps:
1. Apply maintenance through PI 36
2. Notice that AE PODC28172039 did not run.
