Batch Budget Formula Fails To Assign Budget Items After a Database Upgrade to 19c. (Doc ID 2779619.1)

Symptoms

When Building budgets in batch, the process is not building budget items. The process works for students if processed online on the Create Student Budget page.

The issue is similar in some ways to previous issues with processing budgets, such as the issue documented in <Note 2590659.1>. However, this new issue is being seen with all financial aid budget fixes applied, through PUM Image 21. 

The issue can be reproduced at will with the following steps:

1. Navigate to Financial Aid > Assign Budgets > Select Students > Batch Budget Assignment - Select Students and run the process. 
2. Navigate to Financial Aid > Budgets > Assign Budgets > Process Formula > Batch Budget Assignment - Process Formulas and run the process. 
3. Review the results and note that students are not assigned budgets. 

Changes

This issue begins to occur after a database upgrade - in one case, to version 19C.
