EPC: When Trying to Add a Project Budget Plan, the Business Unit Lookup Does Not List All Project Costing Business Units (PCBU) (Doc ID 2780006.1)

Symptoms

Project Costing > Budgeting > Budget Plan. When trying to add a project budget plan, the Business unit lookup does not list all Project Costing Business Units (PCBU). Security Options is configured to have No Security and no row-level security is set up.

Replication Steps:

1. Set up Financials Supply Chain > Security > Security Options shows Type of Security as "No Security" selected.
2. Project Costing > Budgeting > Budget Plan. Find an Existing Value section, Prompt for Business Unit. The Business Units listed are all PC BUs
3. Project Costing > Budgeting > Budget Plan. Add a New Value section, Prompt for Business Unit. The Business Units listed are just the ones in ‘Business Unit Security By User ID’. The expectation is to see all the PC Business Units.
