Pell Outbound Disbursement Messages "Missing Value" or "Invalid Value" and FAPPLOUT Log Message "Term does not have Credential Level XREF setup" (Doc ID 2780564.1)

Symptoms

When running PELLOUT to report Pell disbursements to COD, one or more students fail validation with an on-screen message indicating "missing value" or "invalid value", and a message in the FAPPLOUT log file indicating "Term does not have Credential Level XREF setup."

It's not clear what is missing to allow validation to pass as expected, as a review of the GEPL detail shows most of the required information appears to be present.

The issue will likely occur only for a small number of students, while most pass validation and are able to be send to COD. 

The issue can be reproduced at will with the following steps:

  1. Navigate to Financial Aid > File Management > COD Full Participant > Generate Pell Data > Pell Outbound. 
  2. Enter parameters.
  3. Run the process.
  4. Review the FAPPLOUT log file and Financial Aid > Pell Payment > Manage Pell Payment > Pell Disbursement, Disbursement Detail, Disbursement Messages.
