SFP: CS SAFI - Discontinue CPP And No Career Term Data

Symptoms
In the scenario where a student's CPP is 'Discontinued' due to not attending for several terms, the SAFI that CS is generating is not looking at the CPP Status. The SAFI has the student still 'Enrolled/Active'. The Effective Date of the CPP stack must be taken into consideration to determine if student is no longer 'Active' based on when the SAFI is being generated.
The issue can be reproduced with the following steps:
- Navigate to Main Menu > Records and Enrollment > Career and Program Information > Student Program/Plan - Additional Information - Student Attributes - Student Degrees
- Student started in Fall 2019 and working on 2nd Bachelors.
- A SAFI sent, and the student processed in SFP.
- Then 'DISC' the CPP stack with a 1/6/2021 Effective Date as student has not attended since Fall 2019.
- STDNT_CAR_TERM: sent another SAFI, but the SAFI still shows the student as Enrolled FT.
