Symptoms
When there is a negative Reduce from Reg earning the FLSA recalc is not correct
STEPS

The issue can be reproduced at will with the following steps:
1. create check for FLSA employee
2. Use same numbers as first check
3. Add a negative reduce from Reg earning
4. Run pay calc
