E-Fluid: ESS Dashboard Tiles Are Not Available After Clicking on the Assigned Homepage Tiles (Doc ID 2782184.1)

After assigning security to dashboards and tiles on the dashboard customers are seeing that  the actionable tiles not showing up after clicking on the ESS Dashboard link from the homepage

For example the system is configured to show the Time tile in ESS for Time and Labor. The Time tile activated is the one that points to the Actionable Tile Collection for Time and Labor. After clicking on the Time tile the screen will change but no tiles appear. What is the proper setup to see these tiles?
