Symptoms
When an additional assignment has been added with effdt date lesser than the effdt of controlling instance (Primary Job), the system allows this to be saved successfully.
Steps to recreate the issue:
1) Find an employee with a single record and instance (eg: effdt - Jan 1, 2013)
2) Make sure the effective date on Personal data is lesser than Job row (eg: effdt - Jan 1, 2012)
3) Click on add additional assignment with an effective date of Jan 1, 2012 and was able to save the record even though the effective date was earlier than the date on the controlling instance.
