E-COB: Running Cobols Compiled on IBM Cobol Compiler 5.1 in PT 8.58 Non-unicode Environments Result in "Error Message: SQLRT: Operator ID not allowed to submit COBOL" Error (Doc ID 2783677.1)

Symptoms

Site upgraded to PeopleTools 8.58 (non-unicode), and upgraded the Cobol compiler to IBM Cobol Compiler 5.1. After compiling the Cobols, the following error was seen when attempting to run any Cobol on process scheduler or the application server.

ERROR

Application Program Failed
In Pgm Section: CONNECT FAILED
With Return Code: 09990
Error Message: SQLRT: Operator ID not allowed to submit COBOL

 

 Note: The issue does not affect unicode enviroments, only non-unicode.

Steps to replicate:

1. Set up a PT 8.58 non-unicode environment, and install IBM's Cobol Compiler 5.1.

2. Compile a Cobol program.

3. Run the program, and observe the error above.
