Symptoms
After upgrading from PeopleTools (PT) 8.55 to 8.58, running AEMINITEST application engine (AE) program against a standby database results in the following error.

The issue can be replicated using the steps below:

1. Setup an Active Data Guard environment with process scheduler.
2. Run any AE process with the Read-Only checkbox selected in the AE program's properties.
3. Observe the error above in the AE log file.
