Symptoms

Users can't log into 2-tier app designer with delivered PeopleTools role PTPT1200 and they get the following error.  They can login only if PeopleSoft Administrator role is granted.

But they can login to PIA successfully.



Error 
Invalid User Name and Password for Signin

 



The issue can be reproduced at will with the following steps:
1. Log into App designer with valid user id and password
